The International Federation of Engineering Education Societies (IFEES - - Americas Region and the Engineering for the Americas (EftA) initiative of the Organization of American States (OAS) will hold an "Encuentro" (Encounter) to align initiatives, identify champions for projects and draw up action plans that will form its agenda for the next five years. From June 1-2 2010, the Universidad Católica de Santa María and LACCEI will host the IFEES-America / EftA Encounter and Meetings in Arequipa, Peru. Rectors, deans, and leaders of engineering education organizations and industry are invited to attend. The event is included in the LACCEI Conference Registration.


Led by the International Federation of Engineering Education Societies (IFEES), regional leaders in the Americas Region from engineering education associations, academia, industry, and government agencies who have a long history of successfully developing and implementing engineering education, innovation/research and related projects in the Americas (from now on called IFEES Americas ) have agreed to join forces to prioritize four initiatives that have the potential to impact the region significantly. Associations supporting these Initiatives include:


  1. Developing Engineering Deans Councils across the Region.
  2. Engineering Faculty Capacity Building.
  3. Awareness of the Role of Engineering for Economic Development.
  4. Innovation, Entrepreneurship and New Business Creation.


Engineering for the Americas (EftA) was created to promote economic and social development through quality engineering education and hemispheric collaboration. This movement was approved by the highest authorities in Science and Technology of the Hemisphere in the Lima Declaration. In their Plan of Action, Ministers committed their countries to the path of developing human capital in the areas of engineering and technology as key ingredients to joining the global economy and future economic success. Heads of State reinforced this commitment in the most recent Summit of the Americas held in Mar del Plata in November 2005.

To promote economic and social development through quality engineering education for innovation and hemispheric collaboration in job creation; EftA seeks to develop and sustain a qualified pool of engineers that will work as an engine for industry competitiveness and actively anticipate, understand, and plan for a complex future in a globalized economy.


1.  Educational Innovation: To encourage the innovation and reform of engineering education and the implementation of new educational techniques that involve the productive sector as a key partner, motivator and collaborator in shaping educational improvements and activities that are relevant to market needs as well as foster a culture of life long learning.

2.  Accreditation and Quality Assurance: To foster activities leading to an understanding to the importance, establishment or enhancement of quality assurance, methods of accreditation, and integration of national, regional and hemispheric systems.

3.  Job Creation: To engage with Industry to create an ongoing real world experience for students, stimulate employment through internships and coops, and drive a sustained Industry / Academia interaction around producing appropriate outcomes.

IFEES Member Representatives from EftA, LACCEI, ISTEC, Asibei, and ASEE have been working on a strategic vision and plan for engineering education in the Latin American region. They have identified a series of conferences and meetings in 2010 where these leaders will gather to further develop a strategy for the region.

Engineering for the Americas Advisory Board Chair, and Vice-Rector, Pontificia Universidade Catolica do Rio de Janerio

Luiz Scavarda Scavarda do Carmo, leads the Organization of American States' Engineering for the Americas (EftA)initiative as the Chair of the EftA Advisory Board. He is Organizing Committee Chair for the IFEES-America / EftA Encounter. Dr. Scavarda has been the Aministrative Vice-President of PUC Rio since 2003 until presen. He is a member of the Pan American Academy of Engineering, consultant of the Organization of the American States (OAS) to the Development of the “Engineer for the Americas” program, consultant of the National Confederation of Industries and Federation of Industries of Rio de Janeiro for the INOVA program on Engineering based development, consultant of CNPq, FINEP, FAPESP, FAPERJ and FIPEC (Brazilian agencies) for analysis of several projects on Physics, Instrumentation and Education. He is a referee of international and Brazilian Journals on Instrumentation, Physics and Education, and also is responsible for courses at undergraduate and graduate levels at the Department of Physics. He is leading the IFEES-America / EftA initiative of developing a faculty development program for Brazil based on a collaboration between the Indo-US Collaboration for Engineering Education and iNOVA

Mag. Ing. Lueny MORELL

Co-Chair of Job Creation, Engineering for the Americas Advisor Board; IFEES President; and Hewlett Packard Laboratories

Lueny Morell is a member of the Strategy and Innovation Office (SIO) of Hewlett Packard Laboratories (HP Labs).  A licensed professional engineer, she holds a BS degree in Chemical Engineering from the University of Puerto Rico - Mayagüez and an MS degree in Chemical Engineering from Stanford University. As part of SIO, she is responsible for developing and leveraging external research collaborations and partnerships for HP Labs. She is responsible for developing government and engineering education initiatives worldwide in support of HP Labs research and technology areas. From 2002 to 2008 she was Director of HP University Relations for Latin America and the Caribbean in charge of building research and education collaborations with universities throughout the region.

Maria Larrondo Petrie is executive director of LACCEI and associate dean and professor of computer engineering at Florida Atlantic Univeristy she has helped to organized all the OAS Efta workshops on accreditation and has published 3 papers on their outcome. she developed the LACCEI model of 5 steps this model is called the enginerring education capability maturity model and has been expanded by the LACCEI accreditation task force. Dr Larrondo Petrie is a member of the international federation of the engineering education sociaties; vice chair of engienerring education innovation of the OAS advisory board for engineering the Americas(EfTA).


Dr. Luis Eduardo ZELAYA

Universidad Tecnológica Centroamericana UNITEC Tegucigalpa, Honduras

Luis Eduardo Zelaya was past president of LACCEI and he is proposing the formation of the council deans and rector of faculty of engineering within LACCEI to represent in ASIBEI and the global engineering council the countries that do not have a national council of deans.


Specialist, Office of Science, Technology and Innovation, Organization of American States

Martha Beltrán Martinez is a Specialist at the Office of Science, Technology and Innovation at the Office of Economic Development of the Organization of American States (OAS), where she works on issues related to gender and science and technology, metrology, biotechnology and energy. Previously, she worked at the OAS Inter-American Commission of Women (CIM) on women’s Human Rights and gender equity and equality.

Javier Páez Saavedra was founding vicepresident for the americas of the IFEES (International Federation of Engineering Education Societies) he was a past president of ASIBEI(Asociación Iberoamericana de Enseñanza de la Ingeniería) and past president of ACOFI(Asociación Colombiana de Facultades de Ingeniería) he is currently dean of engineering at universidad del norte UNINORTE en barraquilla colombia, where successfully let his univerissty in accrediting multiple engineering programs through ABET last year he is a founder and past vicepreseidnet of LACCEI and is assiting in the formation of the LACCEI engineering deans- rectors council

Dr. Leonardo Alcayhuaman is a dean of engineering faculty of Universidad Ricardo Palma in Lima Peru he is a member of the board of trustees of LACCEI and a founder of global engineering deans council (GEDC). Paulino Alonso Mag. Paulino Alonso Rivas has been president of CONDEFI ( Consejo de decanos Facultad Ingeniera de Chile), vicepresident of the Electrical engineering program directors from Chilean Universities, he is a member of the executive council of ASIBEI (Asociación Iberoamericana de Enseñanza de la Ingeniería)  at an international level, he was a member of the executive council of the association of engineering faculty of universities and institutes and technological institutes of higher education of MERCOSUR, a founding members of IFEES ( International Federation of Engineering Education Societies) and has served in the past as executive committee member of the organization of America States engineering for the Americas initiative and currently served of its advisory board he is a member of the scientific committee of ACOFI ( Asociación Colombiana de Facultades de Ingeniería) and is serving as dean of Facultad de ingenieria of the Universidad Catolica de Valparaiso. He received the LACCEI academic merit medal for his multinational accomplishment in engineering education in 2008
