Abstract

The majority of the software enterprises, in the world, are composed by less than 25 employees. The existing software development approaches are located in a spectrum that goes from an unplanned and undisciplined hacking process to a highly disciplined and managed process. Agility and discipline are two extremes of this spectrum. Today, many authors recognize the importance of acheiving a balance between agility and discipline. In this article, we propose a balanced methodological framework for sofware development, called Blue WATCH. This framework is oriented to the development of small and medium size enterprise applications by small teams composed by 2 – 10 people. It was conceived to be applied in very small enterprises. This framework can be easily adapted to any small enterprise, project and development team.
